By participating in the WholeRoute insurance leads program, insurance agencies agree to and are bound by these Terms of Service. The core purpose of this program is to bridge the gap between insurance agencies and leads in the non-emergency medical transportation (NEMT) domain.
WholeRoute has curated this program to be exclusive and by invitation only. Our dedicated team actively engages with newly established NEMT businesses each month. We undertake a comprehensive verification process, ensuring that their needs and details align with our platform’s offerings.

The intellectual property in the materials contained in this website are owned by or licensed to WholeRoute and are protected by applicable copyright and trademark law. We grant our users permission to download one copy of the materials for personal, non-commercial transitory use.
This constitutes the grant of a license, not a transfer of title. This license shall automatically terminate if you violate any of these restrictions or the Terms of Service, and may be terminated by WholeRoute at any time.
Registration is by invitation only. Upon registration, agencies specify the states in which they offer NEMT insurance. While agencies have the option to input payment details for expedited purchases, this is not a mandatory step. Moreover, agencies have the autonomy to set up automated purchasing preferences. Although automated purchases get priority, they are contingent on lead availability and are not guaranteed.
Every weekday, at 8 AM Central Time, new leads are introduced into our system. They are initially available for exclusive purchase for a span of two hours. Post this period, if any remain unpurchased, they transition into shared leads, open for acquisition by up to three different agencies. However, their exclusivity remains intact until at least one share purchase is made. It is imperative to note that leads maintain their presence in our system for a maximum duration of 14 days, post which they are either removed or re-verified and reintroduced based on specific conditions.
Agencies are invoiced only for the leads they acquire, ensuring that their expenditure never crosses their stipulated “max spend”. However, we recognize the importance of trust in this transaction. Should an agency find a lead’s details to be incorrect or heavily misrepresented, a refund request can be initiated. WholeRoute commits to thoroughly investigating such claims, a process that might take up to 14 days, to ensure fairness and accountability.
Please note that when purchasing leads through the WholeRoute platform, all payments will be processed by Stripe. Consequently, WholeRoute does not handle or retain any of your financial details directly. Stripe manages your financial information in accordance with their Terms of Service, and by using our platform, you acknowledge and agree to adhere to Stripe’s respective Terms of Service while transacting for leads.
The WholeRoute platform, inclusive of our services and the materials provided therein, are offered on an ‘as is’ basis. Given the specialized nature of the non-emergency medical transportation (NEMT) lead industry, users are advised to approach leads with diligence and caution. WholeRoute, to the extent permissible by applicable laws, extends no warranties, either overtly expressed or implied. We hereby renounce and counter all other guarantees, which includes but is not restricted to, presumed warranties or stipulations of merchantability, appropriateness for a distinct business purpose, non-violation of intellectual property rights, or any other potential breach of rights.
WholeRoute, along with its affiliates and partners, will not bear liability for consequential losses or damages, whether direct or indirect, that may emerge from the utilization or incapacitation to engage with our platform, the leads provided, or the materials and information present on our platform. This stance holds true even if WholeRoute or its representative has been previously informed, either orally or in documented form, about the potentiality of such adversities.
For clarity, “consequential loss” within this agreement encapsulates any indirect damages, anticipated or actual loss of profits, diminution in revenue, loss of operational benefits, business-related losses, deterioration of goodwill or brand reputation, missed opportunities or potential savings, and especially critical in the NEMT industry, loss or distortion of data. This applies regardless of the legal foundation on which the claim is based, be it statute, contract, equity, tort (inclusive of negligence), indemnity, or other legal or equitable grounds.
Please note that certain jurisdictions might have prohibitions against the limitation of certain implied warranties or the limitation of certain damages. As such, some of these restrictions may not be applicable depending on the user’s jurisdiction. It is incumbent upon users to understand their local legal parameters when engaging with WholeRoute and its services.
WholeRoute takes pride in its rigorous verification process. With over 90% of leads verified personally via phone calls, we ensure accuracy in representation. Yet, while we vouch for the authenticity of the leads and their contact details, the actual conversion remains the agency’s responsibility.
The information regarding leads in the non-emergency medical transportation (NEMT) sector presented on our platform is for general reference and preliminary evaluation. WholeRoute does not guarantee the comprehensiveness, accuracy, or potential outcomes stemming from the utilization of the lead details provided on our platform, or from other resources associated with our website. We strongly advise insurance agencies to conduct thorough due diligence and not rely exclusively on the lead details presented. Decisions based solely on this information are made at your own risk. WholeRoute reserves the right to modify or update lead information without prior notice, and it is the responsibility of insurance agencies to stay updated. Historical data or past lead information is purely for reference and should not be considered an indicator of future leads or outcomes.
The nature of the leads and the information shared through the WholeRoute platform is confidential. Participating insurance agencies are expected to maintain the confidentiality of the information accessed through the program. Any unauthorized dissemination, distribution, or use of such information may lead to termination from the program and potential legal action.
Nothing in these Terms of Service is intended to, or shall be deemed to, establish any partnership or joint venture between any of the parties, nor authorize any party to make or enter into any commitments for or on behalf of any other party. Each party confirms it is acting on its behalf and not for the benefit of any other person.
Please note that our website may include third-party tools which are outside of our control. The access to said tools is provided on an ‘as is’ basis with no warranties, expressed or implied, and without any endorsement. We are not liable for the use of the third-party tools provided on our website. You are solely responsible for any risks associated with using said tools, we recommend reading the relevant third-party provider’s Terms of Service. WholeRoute reserves the right to suspend or terminate an agency’s access to the program and these Terms of Service immediately upon written notice for any reason, including but not limited to breach of these terms, misuse of the leads, or any other conduct deemed detrimental to other participants or the program’s integrity.
Any term of these Terms of Service which is wholly or partially void or unenforceable is severed to the extent that it is void or unenforceable. The validity of the remainder of these Terms of Service is not affected.
These Terms of Service and any policies or operating rules posted by us on the website or with respect to the website constitute the entire agreement and understanding between you and us. Our failure to exercise or enforce any right or provision of these Terms of Service shall not operate as a waiver of such right or provision. These Terms of Service operate to the fullest extent permissible by law. We may assign any or all of our rights and obligations to others at any time. We shall not be responsible or liable for any loss, damage, delay, or failure to act caused by any cause beyond our reasonable control.
If any provision or part of a provision of these Terms of Service is determined to be unlawful, void, or unenforceable, that provision or part of the provision is deemed severable from these Terms of Service and does not affect the validity and enforceability of any remaining provisions.
